I am taking small blouse and alteration orders from my neighbours in Tiruchirappalli. One blouse recently took me almost 4 hours and the customer still asked why I was charging more than another tailor nearby. I know I cannot keep working for very little, but I don't know how to price confidently.

Four hours of careful work and still being questioned on price is genuinely frustrating, and comparing yourself to 'another tailor nearby' is a trap — you don't actually know if their price even covers their own time properly. It's not a benchmark worth building your business around. Instead, add up what the order actually costs you — your hours, materials, electricity, the corrections you quietly redo for free — and start there. You're also allowed to not take every order at every price. The more consistent your work gets, the easier it becomes to say what your price includes, and mean it.
